Cannabis operators in Quebec navigate Canada's federal Cannabis Act alongside Quebec's Cannabis Regulation Act (Bill 157). Quebec took a more restrictive approach to implementation: the Société québécoise du cannabis (SQDC) operates as the exclusive provincial distributor and retailer, there is no private retail, and some of the strictest provincial rules on advertising, packaging, and public consumption exist in Quebec.

Provincial Licensing — SQDC Monopoly
Unlike other Canadian provinces, Quebec does not issue private retail cannabis licences. The Société québécoise du cannabis (SQDC) — a wholly owned subsidiary of the Société des alcools du Québec (SAQ) — operates all cannabis retail stores in the province. Federal licensed producers who wish to supply Quebec must negotiate supply agreements with the SQDC. There is no pathway for private retail store operators in Quebec.

Excise Tax & SQDC Pricing
Cannabis operators supplying Quebec face Canada's federal excise duty (greater of $1/g or 10% of selling price) plus the SQDC's own pricing structure, which reflects the provincial government's dual mandate: generating revenue for the province while competing with the illicit market. Quebec receives a share of federal cannabis excise revenues under the federal-provincial revenue-sharing agreement.

Provincial Distribution — SQDC Exclusive Monopoly
The Société québécoise du cannabis (SQDC) is Quebec's exclusive cannabis retailer and distributor. Unlike British Columbia's LDB or Ontario's OCS — which supply private retailers — the SQDC retails directly to consumers through its own network of stores and its online platform. Licensed producers must list products with the SQDC to access Quebec's market. The SQDC also operates online sales with province-wide delivery, which is unique among Canadian provincial cannabis distributors.
